Each of the Deputy National Commodores (DNACO) present a report of the progress and significant activity of their respective Districts.
Reporting for the activity in the Atlantic East was DNACO TomVenizio. Overall, the number of vessel examinations nationwide increased by 12% over last year. The new “Paddle Sports” activity was well received. A new Sailing Skills and Seamanship course as well as a new Aids Verifier PQS are in review and will be released upon approval.
District 1-Northern Region had great work with Aids to Navigation (ATON) updates and paddlesports education. Along with District 1-Southern Region, 58% of their ATONs were verified.
D1-Southern Region had 100 Auxiliarists volunteer to backfill areas following Deepwater Horizon.
District 5-Northern Region had great effort with force readiness and proficiency planning. AUXCHEF is an ongoing education with Auxiliary chefs being supplied to Coast Guard stations from Cape May to Barnegat Light. D5-NR had a great National Safe Boating Week with many events and activities.
District 5-Southern Region participated in many National Safe Boating activities. D5-SR had Auxiliarists supporting the Deepwater Horizon tragedy. They hosted a District-wide search and rescue competition in Yorktown.
District 7 had a great training program throughout the District. Training programs were distributed throughout the District reaching more Auxiliarists for less expense. The District supplied many Auxiliarist in support of the Deepwater Horizon effort. They provided interpreters, chefs, public affairs, aircraft and radio watchstanders. The District is proud of the fact that 55-60% of all Auxiliarists and Auxiliary facilities reside in D7.
Reporting activities for the Atlantic-West area was DNACO-AW Tom Mallison.
District 8 Central Region has been usin public affairs influence to enhance recruiting. The District is matching recruiting expenditures of the divisions and flotillas. They supported the Alabama Marine Police summit. They have established a District wide speaker’s bureau.
District 8 Eastern Region has 9 graduates of the AUXCHEF training program and they are actively working on cutters. They participated with D8-WR in a search and rescue competition, 100 Auxiliarists participated, 140 attended the banquet. A new Flotilla Commander course is now part of their training program.
District 8-Western Rivers has graduated 7 AUXCHEFS and the are now supporting five cutters. They have added airboat and planes to assist the Coast Guard in support of flood relief. They reduced budget expenditures by converting at lot of meeting to web-based meetings.
District 9 Central Region just underwent major reorganization. They went from 11 divisions to 8 over the course of last year. They are working on the rough spots of doing business within the district. They supported Coast Guard Day in Fair Haven, MI. They have 9 Auxiliarists ivolved in the AUXCHEF program.
District 9 Eastern Region created the “Quiet Worker” award to recognize those Auxiliarists who work behind the scenes and never get the attention they deserve. They held a joint US/Canadian SAREX on the St. Lawrence seaway. They have AUXCHEF graduates currently supporting their stations.
District 9-Western Region has six members who are involved in Deepwater Horizon. They relieve personnel who just returned from that area. They are involved in public events in the Chicago and Milwaukee areas. They participated in the Christmas Ship activity in Fair Haven, MI
The District holds weekly operations policy meetings telecom with Washington, DC They have interpreters transcribing and location with their supporting troops. Their interpreters have traveled with the CG in Deepwater activities in France and Great Britain, They consider themselves as a force readiness. They have a great working relationship with the Boy Scouts of America and the American Canoe Association.
Reporting for the Pacific area was DNACO-P Victor Connell. He welcomed all to District 11 South and promised continued warm and toasty weather.
They are a force readiness with an eye on increasing membership with Diversity and ombudsmanship. There is a new S Department involved in contingency planning for the Districts. Performance measurement measures outcome and results, not just hours.
The area had an increase of 260 members this year. They are involved in the Paddlesmart initiative by distributing decals.
District 11 Southern Region is collaborating with D-11 North in increasing RBS proficiency, Communication, America’s Waterway Watch. They have large areas with water and no Coast Guard presence. They have a good recruiting program, retention is a concern.
District 13 has reorganized 2 to 1.Puget Sound covers 3500 miles of waterways.
District 14 has air safety at their highest levels Their recreational boating safety is very active. District 17 just completed their Yukon River trip spreading the word about boating safety to outlying areas. The event was very successful
DNACO for Mission Support Steve McElroy has his group organized and are continuing to work very hard in public affairs. There have been deployments to Haiti and Deepwater Horizon has been keeping all pretty busy. The A Department ran 4 “C” Schools this past year. Their largest challenge is in the IT department. There are new pilot programs for forms.
National recommendations were announce and decisions were made to carry some forward to the general assembly for a vote. No votes can be taken at the Committee of the Whole, although discussion is encouraged.
A brief presentation on some future uniform issues was presented.
