Mr. LOPEZ is cited for superior performance of duty while serving as Chief, Asian and Pacific Division from September 2007 to August 2008. Demonstrating superior professional competence, Mr. LOPEZ skillfully initiated and managed establishment of an Asian and Pacific coalition of volunteer search-and-rescue organizations from several nations. He overcame initial apprehension and reluctance on the part of potential participants through exemplary diplomacy and clear communications that yielded a strong collaboration between Asian volunteer search-and-rescue organizations and the Coast Guard Auxiliary. Displaying a penchant for mentoring and guiding others, Mr. LOPEZ worked closely with the Philippine Coast Guard Auxiliary to facilitate their planning and organization of the Pacific Regional Conference. Acting at the behest of the Coast Guard’s Office of International Affairs, he leveraged his close working relationship with the Philippine Coast Guard Auxiliary to garner its sponsorship of the U.S. Coast Guard as a first-time observer at the 2008 Heads of Asian Coast Guards Conference. Mr. LOPEZ’ congenial approach and pervasive team spirit were instrumental to the excellent turn-out of foreign guests at the Auxiliary’s 2008 National Conference. Mr. LOPEZ’ diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
