Mr. SHAFER is cited for outstanding achievement while serving as Deputy Chief, Operations Response Department and as Chair of the Auxiliary Aviation Standardization Team from November 2007 to August 2008. Mr. SHAFER’s superior leadership and managerial skill were instrumental to the attainment of challenging departmental and programmatic objectives. Through his conscientious attention to detail, he significantly improved the safety posture of Auxiliary aviation while maintaining its operational effectiveness. Applying superb organizational and analytical expertise, Mr. SHAFER extensively researched, identified, and aligned the needs of Coast Guard and Auxiliary aviation programs. His dedicated efforts led to implementation of several comprehensive policies that improved and standardized Auxiliary aviation safety including creation of enhanced aviation reimbursement practices, a new risk assessment matrix, new requirements for aircraft facility maintenance, and a simplified method for inter-regional air crew qualification. Exercising a strong ethic for professional development and mentoring, Mr. SHAFER coordinated the training of Auxiliary District Flight Safety Officers in concert with their Coast Guard air station counterparts. He personally prepared course materials for and instructed at the Auxiliary C-School for flight safety officers. With similar zeal and unwavering commitment, Mr. SHAFER arranged and taught at the C-School for Auxiliary Aviation Coordinators and Air Station Auxiliary Liaison Officers. Mr. SHAFER’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
