Ms. LOCKWOOD is cited for outstanding achievement while serving as Deputy Chief, Education Department from November 2006 to August 2008. Ms. LOCKWOOD’s exceptional leadership and initiative were instrumental to the comprehensive redesign and development of the Auxiliary’s Sailing Skills and Seamanship boating course and all of its support materials. Applying superb attention to detail and technical proficiency, she composed all exercises, chapter review questions, and exam questions for every Auxiliary public education course, thereby providing superior final products. Employing remarkable team-building and mentoring skills, Ms. LOCKWOOD permeated the entire Auxiliary Education Department staff with a spirit of inclusion and a proud sense of ownership through frequent communications on all projects. She diligently and patiently spent hundreds of hours responding to thousands of inquiries from regional Auxiliary program managers and instructors, providing them with invaluable assistance in resolving their questions and issues in a timely manner. Demonstrating conscientious personnel management skills and superb judgment, Ms. LOCKWOOD interviewed many National Staff applicants and unerringly selected talented and inspired performers to meet departmental needs. As a result, the Education Department staff significantly improved in responsiveness to the needs of the boating public and the Auxiliary’s programmatic needs. Ms. LOCKWOOD’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
