Commodore LARSEN is cited for outstanding achievement while serving as Chief, Prevention Outreach Division from November 2006 to August 2008. Commodore LARSEN skillfully and enthusiastically expanded the America’s Waterway Watch program by staunchly advocating its scope and benefits across far-reaching venues including conferences of the National State Boating Law Administrators and U.S. Power Squadron, the Department of Homeland Security National Small Vessel Security Summit, the Georgia Emergency Management Agencies Summit, the International Boating and Water Safety Summit, and the Southeastern Small Vessel Safety Summit. Similarly, her steadfast participation at many State and Auxiliary regional conferences and events was vital to the program’s significantly enhanced profile among States and boating safety organizations and their adoption of its tenets into their own boating safety outreach programs. As a result of Commodore LARSEN’s determined efforts, America’s Waterway Watch materials were incorporated into boating registration mailings in several states. Demonstrating superior commitment and professional competence, she facilitated the Auxiliary’s unification of its marine safety outreach and Sea Partners programs with the America’s Waterway Watch program. Through close and diligent work with Coast Guard program managers, Commodore LARSEN coordinated successful joint America’s Waterway Watch and Sea Partners conferences that markedly increased program awareness among all elements of Team Coast Guard. Commodore LARSEN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
