Ms. FISHER is cited for outstanding achievement while serving as Chief, Training Department from November 2006 to August 2008. Displaying superior strategic vision and keen instructional insight, Ms. FISHER led the Auxiliary’s transformation of conventional member training from traditionally-based learning to a blended training program that embraced distance learning via the internet. Her deep personal involvement, counsel, and understanding of the Auxiliary’s online testing services were vital to seamless relocation of the Auxiliary National Testing Center without any disruption in service to the thousands of Auxiliarists who rely on such services each year. Ms. FISHER’s conscientious and thorough oversight of this complex evolution resulted in the overall expansion of Auxiliary online courses and testing capabilities at a considerably modest cost. Applying extraordinary administrative skill and commitment, she coordinated a sweeping reorganization of the Training Department that improved the alignment of staff capabilities to needs and which enhanced efficiencies in the leadership, instructional design, and distance learning disciplines. Demonstrating superb understanding and responsiveness to Auxiliary training needs, Ms. FISHER oversaw development of a value-added training program composed of 10 different courses. Working closely with the Coast Guard Auxiliary Division, she crafted comprehensive guidelines for participation in formal Auxiliary C-schools that greatly facilitated the processing of school quotas and improved the expectations of all those involved in C-school programs. Ms. FISHER’S dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
