Mr. WARE is cited for outstanding achievement while serving as Chairman, Legislative Liaison Committee from November 2006 to August 2008. Mr. WARE expertly managed many Auxiliary recreational boating safety programs and initiatives in concert with State governments. Applying exceptional leadership and organizational skill, he supervised and coordinated the efforts of more than 50 Legislative Liaison Officers to execute the Auxiliary’s legislative engagement strategy. As a direct result of Mr. WARE’s thorough guidance and genuine concern for field level staff officers, the Auxiliary’s legislative liaison program achieved and sustained the remarkable goal of 100 percent report submission from all regions. This comprehensive legislative reporting network was an invaluable tool that enabled the Auxiliary and the Coast Guard’s Boating Safety Division to monitor key State legislative issues, craft endorsements, establish appropriate strategies, and respond to proposed legislation in a timely manner. Demonstrating a keen sense of innovation, Mr. WARE oversaw a major revision of the Legislative Liaison Committee web site that yielded notable improvements including availability of numerous guides for working with State Boating Law Administrators, program advisory notices designed to keep other Auxiliary programs apprised of State legislative concerns, and Legislative Liaison Committee job descriptions. Mr. WARE’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
