Ms. FREEMAN is cited for outstanding achievement while serving as Chief, Education Department from November 2006 to August 2008. Exhibiting profound commitment and technical skill, Ms. FREEMAN greatly advanced Auxiliary public education activities across a large and diverse array of programs. Her exceptional leadership and initiative were instrumental to the successful launching the Boating Skills & Seamanship Course (13th edition) and the Sailing Skills and Seamanship Course (6th edition), both of which were completely updated with more than 400 color photos and illustrations. Ms. FREEMAN expertly represented the Auxiliary on the National Association of State Boating Law Administrators (NASBLA) Education Committee and other boating safety organizations, working diligently to ensure that Auxiliary education classes were in full compliance with NASBLA standards. Displaying remarkable programmatic enthusiasm and organizational diplomacy, she raised the Auxiliary’s image by extensively publicizing the 60th Anniversary of its public education program including considerable recognition by recreational boating safety organizations like the National Water Safety Congress and the National Safe Boating Council. Displaying tireless and steadfast allegiance to recreational boating safety, Ms. FREEMAN supervised and promoted a sweeping revision of the Auxiliary’s basic boating course, About Boating Safely, which significantly contributed to an average annual increase of 10 percent in its national course enrollment. Ms. FREEMAN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
