Mr. ELLIOT is cited for outstanding achievement while serving as Chief, Operations Department from January 2007 to August 2008. Demonstrating superior professional competence and keen organizational insight, Mr. ELLIOT was instrumental to the advancement of several major operational initiatives that significantly advanced the Auxiliary’s capacity to support Coast Guard missions. He skillfully coordinated the creation and development of the first Auxiliary Sector Coordinator training program, a comprehensive and practical guide for the most pivotal liaison position in the Auxiliary. Under his expert guidance and leadership, the Operations Department worked closely with Coast Guard’s Auxiliary Division to compose a thorough revision of the Auxiliary Boat Crew Qualifications Manual and Guides which significantly enhanced the safety, readiness, and professionalism of the Auxiliary boat crew program. Exercising superlative operational proficiency and managerial skill, Mr. ELLIOT supervised the detailed review and update of the Auxiliary Operational Excellence Program, development of an Inter-District Transfer Policy for Pilots and Flight Crew Qualifications, and development of an Auxiliary Risk Management Matrix to augment aviation safety. Applying similar programmatic commitment and zeal, he commissioned the new Telecommunications Personal Qualifications Standard and led the Operations Department’s development of the High Frequency Monitoring Program to support and adhere to Coast Guard radio communications requirements. Mr. ELLIOT’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
