| Commodore KERIGAN is cited for outstanding meritorious service as National Vice Commodore from November 2006 to August 2008. Commodore KERIGAN provided invaluable tactical counsel to the National Commodore and guidance for Auxiliary leaders to stop the Auxiliary’s downward trend in membership as a result of the three-year phase-in of background check requirements for all Auxiliarists. He skillfully focused Auxiliary leadership on recruiting and retention efforts which effectively resulted in a net membership increase of more than 2,500 new Auxiliarists. Displaying exceptional leadership and organizational skill, Commodore KERIGAN spearheaded development of Auxiliary re-alignment plans designed to improve and facilitate Auxiliary support to Coast Guard missions under the Sector construct. This entailed sweeping re-definition and distinction of several key leadership positions along the Auxiliary chains of elected office and program management. It also triggered consolidation of Auxiliary units and appropriate demarcation of new geographic boundaries. Demonstrating superb business expertise in his capacity as President of the Coast Guard Auxiliary Association, Inc., Commodore KERIGAN exercised insightful supervisory oversight of Association staff and facilities, and he crafted the Association’s Strategic Business and Marketing Plan to steer a successful recovery from past membership losses. As Chair of the Fiscal Committee, his astute and prudent management of the annual budget was instrumental to the Association’s ability to maintain a balanced budget in extremely difficult financial times. Commodore KERIGAN’s ability, diligence, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
