COMMODORE CHARLES MORRIS
UNITED STATES COAST GUARD AUXILIARY

Commodore MORRIS is cited for meritorious service in the performance of duty as Project Leader for the Auxiliary National Testing Center Transition from November 2006 to July 2007. Demonstrating exceptional leadership and managerial skill, Commodore MORRIS planned and coordinated the creation and establishment of the Auxiliary’s new e-testing service. Exercising superb technical competence, he thoroughly researched many software packages, carefully assessed their functions, and provided Auxiliary leadership with detailed cost-benefit analyses and recommendations. Commodore MORRIS skillfully negotiated extremely favorable pricing and service agreements that enabled the Auxiliary to identify, launch, and institute the new testing system in the remarkably short period of eight months. Applying outstanding diligence and attention to detail, he developed system procedures for ensuring timely notification of test results, appropriate certificate generation, and frequent updates to the Auxiliary information database. Commodore MORRIS meticulously reviewed, edited, and converted all Auxiliary e-testing files to facilitate their incorporation into and compliance with the new system. His unwavering commitment to prudent stewardship and team collaboration yielded the seamless transition of Auxiliary e-testing service, prevented any disruption to member qualifications, and ensured the establishment of a safe, secure, and reliable professional development tool for all Auxiliarists. Commodore MORRIS' dedication and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

MR. DAVID S. RUSSELL
UNITED STATES COAST GUARD AUXILIARY


Mr. RUSSELL is cited for outstanding achievement while serving as Project Manager for the "On-the-Box" Campaign from January 2006 to August 2007. Demonstrating extraordinary corporate insight and marketing expertise, Mr. RUSSELL spearheaded a ground-breaking and ambitious endeavor that promoted recreational boating safety advertisements in a unique venue for American consumers. Exercising superior teamwork and negotiating skill, he worked closely with representatives of the Kellogg’s company and the Wal-Mart corporation to create packaging advertisements that featured children wearing lifejackets along with the campaign’s slogan, "Wear a Lifejacket!" These advertisements were prominently displayed on over 1.5 million boxes of Kellogg’s cereals and snack products that were carried on the shelves of more than 3,800 Wal-Mart stores across the nation. The advertisements delivered other essential boating safety information including ways to obtain boating safety courses and free Vessel Safety Checks along with Coast Guard Auxiliary web site and toll-free contact information. As a direct result of Mr. RUSSELL’s tireless and spirited efforts, the American public gained an unprecedented level of exposure to the vital tenets of recreational boating safety and the purpose, missions, and value of the Coast Guard Auxiliary. Mr. RUSSELL’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

UNITED STATES COAST GUARD HONORARY LIFE MEMBERSHIP IN
THE UNITED STATES COAST GUARD AUXILIARY
Citation

The United States Coast Guard takes great pleasure in awarding Mr. Adriaan Van der Hoeven of the Citizens Rescue Organization – Curacao Honorary Life Membership in the United States Coast Guard Auxiliary.

Mr. Van der Hoeven is being recognized for his steadfast and invaluable support of the Caribbean Initiative, known as "CSAR", over the past 5 years. This initiative of the United States Southern Command, the Coast Guard, and the Auxiliary seeks to enhance the safety of life on the waters of the Caribbean through the strengthening or establishment of volunteer search and rescue units in the region.

His efforts ensured full participation and active support in CSAR of the volunteer search and rescue units in the six major islands in the Netherlands Antilles: Aruba, Bonaire, Curacao, Saba, Sint Maartin, and Saint Eustatius. He was instrumental as a planner, organizer, and presenter in the successful Caribbean Volunteer Maritime Conferences in 2002, 2004, and 2006 and the Subject Matter Expert Exchange in 2005. These conferences involved up to 94 attendees representing all the major islands in the Caribbean.

As President of CITRO, Mr. Van der Hoeven personally took action to support the objectives of the "Memorandum Of Intent To Cooperate Between CITRO and the Auxiliary", which fosters joint coordination, consultation, and efforts in promoting boating safety, saving lives, and protecting the marine environment.

We heartily commend Mr. Van der Hoeven’s devoted and valuable contributions to our mutual objectives of fostering the safety of life at sea and welcome him aboard as an Honorary Life Member of the United State Coast Guard Auxiliary.
