Note: 1. SAREX Events #1 and #2 are separate events but they will both be held within the same two-hour block of time. This block of time includes transit to and from the site, as well as time to run events.
2. Competitors will be issued and will wear floater suits, gloves, goggles and helmets for Events #1 and #2.
Chart used in this event is a chartlet covering the area between Mugg’s Island, north to Harbourfront Centre taken from Canadian Hydrographic Services Chart # 2085, Toronto Harbour.
Purpose
The PIW Recovery event will evaluate the team’s ability to approach and retrieve a (person in the water (PIW) or other object and rescue a person from a burning boat.
Expectations
After the arrival of the rescue and target vessels on scene, the target vessel will represent itself as a vessel on fire at the stern. One person on board (POB) jumps overboard (a mannequin) and the other POB remains on the “burning” vessel. This event tests the ability, using dead reckoning and a harbour chartlet, to accurately find the event location. This event evaluates proper approach and rescue techniques, as well as crew organization, instructions to the driver, and basic care for the condition of survivors.
Equipment
Teams will be supplied with a Toronto Harbour Chartlet, hand bearing compass, and navigation tools. Due to traffic and limitations of Toronto Harbour, target boats will always be within visual range. Competitors will use FRC (RHI type) inflatables as rescue vessels. Target or distress vessels will be outboard-powered fiberglass monohulls. All vessels will be driven by non-competing drivers whose primary concern is for the safety of vessels and passengers. No specialized retrieval equipment (slings, straps, etc.) will be available.
Scoring
Competitors will be scored on the following:
• Seamanship and safety measures taken during transits;
• Communications among the crew, driver and distress boat/PIW;
• Approach to distress boat/PIW;
• Retrieval techniques;
• Care of and aid to survivors.
No communications to a higher SAR command will be required.
Judges’ decisions will be final.
There is a 40-minute time limit for this event.
