Pacific Central Navy League Auxiliarist of the Year
Mr. Michael Nolan volunteered over 800 hours in critical support of Domestic Vessel Inspection and Port Safety and Security programs. His participation in Domestic Vessel Inspection activities included over 150 hours of data entry and documentation verification that significantly reduced the paperwork burden on active duty personnel during the re-flagging of the cruise ship PRIDE OF ALOHA. His contribution to this project helped provide new opportunities for licensed U.S. Merchant Mariners and positively impacted the U.S. economy by $400 million. Mr. Nolan’s superior marine safety knowledge included qualification as an Uninspected Passenger Vessel Examiner, Assistant Harbor Safety Specialist, Assistant Facility Inspector and Auxiliary Container Inspector earning him the right to wear the Auxiliary Marine Safety Professional’s Trident device. Demonstrating unsurpassed initiative he became the first Auxiliarist in District Eleven to attain the qualification of Assistant Container Inspector. He conducted over 250 container inspections and assisted with the training and qualification of five new inspectors and participated in two Multi-Agency Strike Force Operations involving federal, state and local law enforcement agencies within the Port of Oakland. His direct support allowed the Container Inspection Branch the flexibility to meet 100% of its explosive handling supervision responsibilities in the West Coast’s largest explosive handling port.
Following implementation of the Maritime Transportation Security Act of 2002, Mr. Nolan volunteered over 350 hours conducting harbor patrols with active duty partners to ensure compliance. Through his dedication and leadership the number of facility security spot checks completed by Auxiliary members now outnumbers the number completed by active duty personnel. Mr. Nolan’s actions exemplify the Coast Guard’s core values of honor, respect and devotion to duty and served as an inspiration to everyone at MSO San Francisco Bay. Mr Nolen was presented the The Milton L. Stannard, Jr. Award
The Milton L. Stannard, Jr. Award is presented each year during this awards luncheon to someone selected by the committee from among all the awardees. A perpetual plaque hangs in the lobby of the Pacific Area Commander. Milton Stannard was, during the 1980’s, a “Mister Coast Guard”. He was the liaison to the Coast Guard between the Navy League at the national and local levels. He was generous with his time and his contributions. He was recognized for his total interest and involvement in seeing to it that the best interests of the Coast Guard and its personnel were served. He was totally dedicated. Milt Stannard, and his wife, Mignon, attended these ceremonies until about three years ago when age and physical condition no longer allowed. Milt passed away two years ago but leaves a legacy of being “Mr. Coast Guard.” -SK |
