Ms. TOBIN is cited for outstanding achievement while serving as Chief of the Uniforms Division from 1 November 2000 to 31 December 2004. With utmost concern for her fellow Auxiliarists, Ms. TOBIN personally composed and published the annual Auxiliary Uniform Procurement Guide and created an accompanying CD-ROM and training guide to facilitate its cost-effective distribution and use. Through her high-quality craftsmanship and attention to detail, the Auxiliary Uniform Procurement Guide became one of the most popular and commonly used reference guides among Auxiliary units. An ardent advocate for Auxiliary uniform issues and needs, Ms. TOBIN paved the way for design, approval, and supply of the alternative tunic shirt for female Auxiliarists. Her success in achieving this long-sought uniform proposal marked the most significant change in female Auxiliary uniform options in more than a decade. An Auxiliary uniform policy expert, Ms. TOBIN provided invaluable assistance in generating a comprehensive uniform chapter for the revised Coast Guard Auxiliary Manual which resulted in a profoundly positive impact on the ability of all Auxiliarists to project a sharp, professional image to the American boating public. Ms. TOBIN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
