Mr. LAWRENCE is cited for outstanding achievement while serving as Deputy Chief of the Legal Affairs Department from 1 January 2000 to 31 October 2004. With utmost concern for the proper and uniform conduct of business across the Auxiliary’s sixteen regions, Mr. LAWRENCE provided frequent guidance on legal matters to all regional Executive Committees and their respective District Legal Staff Officers. By consistently communicating thorough and insightful advice, he ensured uniform interpretation of significant changes in Auxiliary policies and procedures that affected the Auxiliary’s programs and its 35,000 members. Mr. LAWRENCE’s detailed recommendations on the application of contractual and fundraising authorities were invaluable from Flotilla to National level. Demonstrating the highest regard for cooperation and team play, he forged a reputation for prompt, dependable, and accurate service in response to any request to review contracts and ensure Auxiliary unit compliance with governmental policies. As the counterpart for the Auxiliary Association, Inc., Mr. LAWRENCE generated scrupulous reports and legal documents that maintained the Association in good standing with all cognizant regulatory authorities, and he ensured that its by-laws constantly reflected all required revisions and approved changes. Mr. LAWRENCE’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
