Mr. FELDMAN is cited for outstanding achievement while serving as National Auxiliary Comptroller from 1 January 2000 to 31 October 2004. Mr. FELDMAN diligently and accurately monitored the payment of national dues by over 35,000 Auxiliarists each year and provided Auxiliary national leadership with detailed revenue reports. Exercising keen insight coupled with extensive accounting experience, he developed procedures for timely annual and quarterly dues billings and account reconciliations for more than 1,300 Auxiliary Divisions and Flotillas. As the Auxiliary’s counterpart to the Auxiliary Association, Inc., Mr. FELDMAN worked closely with the Association’s Executive Director to review and audit reimbursements for several hundred annual Auxiliary travel and non-travel vouchers in order to ensure compliance with established authorizations. Demonstrating superior application of financial risk analysis, he reviewed and appropriately revised dozens of contracts required by the Auxiliary and Auxiliary Association, Inc. to conduct their business and training. Mr. FELDMAN diligently reviewed and assessed insurance providers to ensure that the Auxiliary and Auxiliary Association, Inc, retained appropriate levels of coverage at the most reasonable rates. Notably, when the Auxiliary accepted ownership of donated vessels, he quickly carried out appropriate acceptance procedures and obtained cost-effective insurance policies. Mr. FELDMAN’s constant review of insurance policies combined with in-depth understanding of Auxiliary programs resulted in prudent management of essential insurance coverage and yielded significant savings for the organization. Mr. FELDMAN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary. |
