Commodore TUCKER is cited for meritorious service in the performance
of duty as Chairman of the International Search and Rescue Competition
(lSAR) Committee from 7 October 2002 to 7 November 2004. With a remarkable
penchant for fostering international relations, Commodore TUCKER tirelessly
planned and oversaw execution of the countless details needed to ensure
the resounding success of this four-day event held in Portsmouth,
Virginia from 4 to 7 November 2004. With keen foresight and managerial
skill, he identified all necessary tasks, appropriately distributed
assignments, and shaped the entire agenda for the most ambitious international
event in which the U.S. Coast Guard Auxiliary had ever participated.
Commodore TUCKER's unparalleled attention to detail was crucial to
the seamless coordination of over 20 Coast Guard units and Coast Guard
Auxiliary regions that were called upon for support including USCGC
FORWARD (WMEC 911), USCGC FRANK DREW (WLM 557), Coast Guard Group
and Marine Safety Office Hampton Roads, the Coast Guard Honor Guard
and Silent Drill Team, and several Auxiliary facilities involved with
transportation, venue safety, and logistics. Demonstrating outstanding
diplomacy and inter-agency cooperation, he worked closely with the
City of Portsmouth to garner considerable support and assistance highlighted
by a celebratory ISAR parade, comprehensive media coverage, and cost-effective
lodging and food service contracts for the more than 400 participants
and observers including the Commissioner of the Canadian Coast Guard
and the Coast Guard's Atlantic Area Commander. As a direct result
of his superb proficiency and personal involvement, the 2004 ISAR
competition reflected the finest light upon Coast Guard Auxiliary
capability, readiness, and hospitality in the eyes of the citizens
of Portsmouth, Virginia and our Canadian maritime counterparts. Commodore
TUCKER's dedication and devotion to duty are most heartily commended
and are in keeping with the highest traditions of the United States
Coast Guard and the United States Coast Guard Auxiliary. |
