Commodore MORRIS is cited for superior performance of duty while serving as a member of the Unit Leadership Development Program (ULDP) Implementation Team from May 2004 to January 2005. Displaying exceptional knowledge of leadership and behavioral principals and theory, Commodore MORRIS’ contributions to the overall development of one the United States Coast Guard’s most significant and innovative leadership initiatives in over 20 years were unparalleled. From the team’s inception, he was an integral member and subject matter expert for the sub-group that developed the initial Crew Assessment, which forms the starting point for each unit’s individual involvement with the ULDP. Displaying great initiative, Commodore MORRIS took the opportunity to research, identify and collect over 50 on-line leadership resources and lesson plans that are the backbone of the entire ULDP. Additionally, he also created and managed a convenient web site that the ULDP Team Members could utilize to post and review resources. This effort resulted in team members saving both time and labor, and has proven to be a critical factor in the successful development of the ULDP. He quickly volunteered his expert services to the ULDP Team Leader when a solicitation for additional assistance was made to form an ad-hoc team to ensure final preparations were made in bringing the ULDP to fruition. After the ULDP Team identified over 100 leadership developmental resources, Commodore MORRIS took the initiative to individually “cross-walk” each and every training resource against the associated Coast Guard Leadership Competencies. He also developed a thorough job-aid for all ULDP users to identify the multiple impacts that each training resource could have in support of the Leadership Competencies. His significant contributions to the Team of his personal time, technical talents, and subject matter expertise were critical in meeting stringent timelines and ULDP content requirements. Commodore MORRIS’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard.
