For exceptionally meritorious service from January 2005 to August 2005 while serving on the Coast Guard Auxiliary AUX-04 C-School Instructor Team. Melding outstanding technical expertise with a remarkable spirit of cooperation, the Team overhauled the Auxiliary's AUX-04 Basic Electronic Presentation and Web-based Technologies C-School curriculum. The Team thoroughly researched existing curricula, sought the knowledge and talents of respected Auxiliary instructors, and consulted with Coast Guard training center experts. The resultant course offered clear and comprehensive training in website development techniques and the creation of advanced PowerPoint presentations. Demonstrating keen insight tq customer needs, the Team designed an exportable course and provided training opportunities to active duty and Auxiliary students throughout the nation. As a result of the Team's commitment to timely course delivery, the Team successfully trained more than 60 Auxiliarists and achieved an exceptional 100 percent student attendance record. The school's objectives were met as graduates applied their new skills markedly improving local Auxiliary program administration and e-communications with the recreational boating public. The dedication, pride, and professionalism displayed by the Coast Guard Auxiliary AUX-04 C-School Instructor Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary."

"For exceptionally meritorious service from 23 November 2004 to 31 August 2005 while serving on the Coast Guard Auxiliary National Public Affairs External Communications Team. Leveraging a diverse array of technical and marketing skills, the Team redesigned the Auxiliary National Marketing and Public Affairs web site in order to strategically expand Auxiliary interaction with national media. The Team added a comprehensive database that enabled site users to quickly review up-to-the-minute program information and easily maintain their respective segments. Demonstrating exceptional initiative and innovation, the Team created a unique web interface that facilitated the timely receipt of news stories for subsequent editing and wide-scale distribution to national media. As a result of its concerted efforts, the Team issued several news releases during its first weeks of operations that were used as the basis for national maritime magazine articles and radio interviews by Team members. The Team's steadfast commitment to increasing the Auxiliary's visibility among national media was instrumental to the American public's significantly increased awareness of Auxiliary missions and services. “For exceptionally meritorious service from January 2005 to August 2005 while serving on the Coast Guard Auxiliary AUX-lO C-School Instructor Team. Demonstrating superb technical expertise and program management skills, the Team effectively overhauled the AUX-10 AUXDATA/AUXINFO Information Systems Training C-School, to reflect extensive changes to these Auxiliary information management systems. Responsive to user needs and convenience, the Team coordinated and delivered four exportable AUX-10 classes, and ensured that at least one class was conducted in each of the Auxiliary's three national sub-areas. The Team trained 120 Auxiliary and active duty personnel, provided all students with useful training materials, and achieved a remarkably high overall student attendance record. As a result of the Team's professional instruction, the ability of Information Services staff officers to support Auxiliary leaders by fully leveraging the AUXDATA and AUXINFO systems was significantly enhanced. The dedication, pride, and professionalism displayed by the Coast Guard Auxiliary AUX-10 C-School Instructor Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary."

"For exceptionally meritorious service from I November 2004 to I August 2005 while serving as a member of the Auxiliary Administrative Support Team. In response to the growing need to express the Auxiliary's strategic goals in clear and concise action plans, the National Commodore tasked the Team to develop essential documents to formulate the way ahead in the post-9f11 environment. Demonstrating keen insight and artful diplomatic mastery, the Team composed the Auxiliary Maritime Domain Awareness White Paper. This strategic document, comprehensively defined Auxiliary relationships with active duty and reserve forces to cooperatively meet maritime domain awareness responsibilities. The Team thoroughly researched, wrote, designed, and edited the Auxiliary's first Business Plan that defined essential strategic objectives, established specific timelines, and identified key milestones to ensure the most efficient utilization of limited Auxiliary resources to support Coast Guard missions. Exhibiting similar professionalism and expertise, the Team developed the National Commodore's detailed presentation on the Auxiliary's readiness and strategic direction for the 2004 Coast Guard Flag Conference. This presentation received considerable praise from Coast Guard Flag Officers for its influential account of Auxiliary readiness, capability, and determination. The Team also provided invaluable administrative assistance by designing the innovative National Commodore's web site, creating the National Commodore's newsletter "On Course,” and writing several inspiring articles for the Auxiliary magazine, "Navigator." The dedication, pride, and professionalism displayed by the Coast Guard Auxiliary Administrative Support Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary."

"For exceptionally meritorious service from 31 January 2003 to 31 August 2005 while serving on the Coast Guard Auxiliary AUX-12 C-School Instructor Team. Demonstrating superb technical expertise and ingenuity, the Team created the Auxiliary Public Affairs Officer C-School which significantly improved the proficiency and effectiveness of public affairs staff officers. Exhibiting keen foresight and initiative, the Team developed a pilot program, made key modifications based on feedback following initial delivery at the National Auxiliary Training Conference, and honed the school into an extremely effective course. The Team creatively capitalized on the availability of local Coast Guard units to provide unique platforms for stugents to practice interviewing and writing techniques. Due to the Team's commitment, over 140 Auxiliary public affairs staff officers successfully completed the course, twice the number of active duty staff officers. As a result of the Team's motivation and effective training, Auxiliary public affairs staff officers launched many innovative outreach ventures across the nation including: creation of a media boat platform as a venue for local interviews in the 13th District, establishment of a five-state outreach newsletter in the 5th District, and inclusion in new community parades in the 1st District. The dedication, pride, and professionalism displayed by the Coast Guard Auxiliary AUX-12 C-School Instructor Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.

"For exceptionally meritorious service from January 2004 to August 2005 while serving on the Coast Guard Auxiliary AUXPLUS Database Development Team. The Team was presented with the challenge of designing an entirely new online database to capture vital Auxiliary membership information and Auxiliary program data that supports state programs. Demonstrating superb technical expertise and analytical skills, the Team created a secure database that facilitated the tracking and financial accounting for people who joined the new Auxiliary Associate Member program. Applying similar ability and commitment, the Team developed a database to support tracking of the Auxiliary public education program and developed new database management tools for Auxiliary units to use in order to comply with the growing number of state mandates for tracking boating safety course completions. Exercising keen foresight, the Team ensured that all programs were user-friendly, designed to rigid database system standards, and incorporated security mechanisms to minimize database vulnerability. The Team's steadfast devotion to high quality customer service significantly enhanced the Auxiliary's ability to manage these programs while saving tens of thousands of dollars in database application development. The dedication, pride, and professionalism displayed by the Coast Guard Auxiliary AUXPLUS Database Development Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary."

UNIFIED DEFENSE 2004 - MSST DEPLOYMENT TEAM

"For exceptionally meritorious service from 28 January 2004 to 25 February 2004 while serving on the UNIFIED DEFENSE 2004 Maritime Safety and Security Team (MSST) Deployment Team. UNIFIED DEFENSE 2004 (UD04) wa~ a Chairman, Joint Chiefs of Staff-designated, U.S. Northern Command-conducted, and U.S. Joint Forces Command-supported exercise designed to train forces in homeland security and defense processes. This event marked the first airlift deployment for a Coast Guard MSST. During the planning of this deployment, the team discovered that Coast Guard boats did not meet specifications for Air Force Strategic lift and Theater lift, and thus could not be flown in Air Force C-130 aircraft. Operating on a tight timeline, the team accurately developed load plans for C-130, C-17 and C-5 aircraft, and expeditiously entered the Time Phased Force Deployment Data into the Global Command and Control System. This validated the need for non-standard load plan configurations The planning required intensive operational and logistical coordination, and tactful funding solicitations to execute this phase of the exercise. The planning staff successfully campaigned to acquire over $418,000 in non-Coast Guard funds to execute the Coast Guard's portion of the airlift from San Diego, California, to Juneau, Alaska. Once deployed to Juneau, the UD04 MSST Deployment Team planned for and responded to a series of simulated terrorist incidents. The team adeptly coordinated complex tasking among multiple levels of Coast Guard commands and interagency partners, cutting across traditional mission areas to integrate surface units, aviation assets, Marine Safety personnel, a MSST detachment, Department of Defense partners, and Federal, State and local agencies into a cohesive team dedicated to the successful joint prosecution of mission objectives. The team's documented results and lessons from this exercise have directly increased the readiness of all participants for future homeland security operations utilizing new MSST capabilities, including vertical insertion on a state ferry, and underwater detection. The dedication, pride, and professionalism displayed by the Coast Guard UNIFIED DEFENSE 2004 MSST Deployment Team are in keeping with the highest traditions of the United States Coast Guard.

2005 NATIONAL BOY SCOUT JAMBOREE U.S. COAST GUARD TASK FORCE

There are 64 team members identified for this next team award for members of the 2005 National Boy Scout Jamboree U.S. Coast Guard Task Force. Additionally, another team award will be issued to them for their response to the mass casualty rescue evolution that occurred during the Boy Scout Jamboree when 550 people were overcome by extreme heat. "For exceptionally meritorious service from 13 January 2004 to 5 August 2005 while serving on the 2005 National Scout Jamboree U.S. Coast Guard Task Force. The Task Force was a critical element of the multi-service Joint Task Force-National Scout Jamboree, and directly contributed to the success of the overall mission of hosting the Boy Scouts of America National Jamboree held at Fort A. P. Hill, Virginia, from 28 July 2005 to 3 August 2005. The Task Force, comprised of 134 active duty, reserve, civilian, retired, and auxiliary men and women, truly represented Team Coast Guard, working tirelessly to make this event a resounding success. The quadrennial National Scout Jamboree is the largest Scout gathering in the United States, bringing together 42,000 Scouts and Scouters, as well as 1,600 military support personnel. The Jamboree was attended by more than 270,000 visitors with the arena show drawing in excess of 75,000 spectators. This major undertaking was made possible only through an incredible amount of planning, organizing, coordinating and hard work that actually started more than a year before the actual event. The Task Force's participation was the most far-reaching ever in the history of the Coast Guard's involvement with the National Jamboree and included hosting nine merit badge booths at the Merit Badge Midway, a Joint Sea Service Exhibit Area at the National Venturing exhibits, various Coast Guard exhibits, national exhibits as well as the logistical personnel needed to support all these initiatives. The Task Force performed superbly despite long hours in oppressive temperatures and humidity in faithfully executing their mission. The Task Force also took every opportunity to highlight the importance of the Coast Guard to our nation, our increased role in homeland security and its many available career opportunities. Of special note is that fact that 50 percent of the participants in the Task Force were Eagle Scouts, an indication that there is a strong link between the most successful Scouts and the world's premier maritime service. The dedication, pride, and professionalism displayed by the 2005 National Scout Jamboree U.S Coast Guard Task Force are in keeping with the highest traditions of the United States Coast Guard."

"For exceptionally meritorious service from 01 November 2004 to 25 June 2005 while serving on the 2005 Caribbean Subject Matter Expert Exchange Planning and Execution Support Team. The Team exhibited an unparalleled spirit of cooperation and diplomacy in this multi-agency, multi-national event. The Team was comprised of representatives from regional government and volunteer search and rescue organizations including: the U.S. Coast Guard, U.S. Coast Guard Auxiliary, U.S. Southern Command, many Caribbean Coast Guards and police forces, Caribbean volunteer search and rescue associations, and the Association for Rescue at Sea. Demonstrating exceptional program planning and managerial skills, Team members spent countless hours coordinating and executing the exchange that was held in Santo Domingo, Dominican Republic from 22 to 25 June 2005. The Team planned, arranged, and executed a comprehensive agenda, served as facilitators, and subject matter experts during the highly productive break-out sessions. These sessions resulted in several beneficial regional initiatives including: the establishment of a volunteer search and rescue organization in Saint Lucia, the start of recreational boating education and outreach programs in five Caribbean nations, and the development of a prototype Caribbean boating safety course. The Team's steadfast commitment to mutual assistance and professional collaboration throughout the Caribbean were instrumental to the improvement of regional boating safety. The dedication, pride, and professionalism displayed by the 2005 Caribbean Subject Matter Expert Exchange Planning and Execution Support Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard
