MS. CATHIE WELTY

Ms WELTY is cited for superior performance of duty while serving as Recreational Boating Safety (RBS) Visitation Program Division Chief, Department of Vessel Examination from January 2003 to June 2004. Exhibiting exceptional professionalism and organizational skill, Ms. WELTY created innovative program materials to facilitate the transformation of the new RBS Visitation Program. She deftly coordinated cross-programmatic input in order to craft the revised RBS Visitation Program Manual. With remarkable attention to detail and pride of ownership, Ms. WELTY employed state-of-the-art formatting techniques to design this comprehensive new manual and its associated graphics. She diligently staffed the manual through many levels of review and consistently incorporated revisions and improvements in a timely manner. A consummate team player, Ms. WELTY worked closely with the Auxiliary National Training Center to create training guides and test questions for the revised program. As a result of her ambitious efforts, the new RBS Visitation Program was poised for considerable success, ease of execution, and increased participation. Ms. WELTY’s diligence, perseverance, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
