Mr. SPIVAK is cited for outstanding achievement while serving as Communications Division Chief, Auxiliary International Affairs Directorate from 1 January 2003 to 1 September 2004. With trailblazing determination, Mr. SPIVAK became this division’s first leader and served as architect of all of the directorate’s communications services. He designed the initial International Affairs web site, a comprehensive directorate mailing list, and a unique international mailing list comprised of Caribbean Maritime Volunteer Search & Rescue Conference participants. Demonstrating exceptional initiative and creativity, Mr. SPIVAK designed, monitored, and maintained an extremely attractive web site for the international search and rescue community. With remarkable insight and consideration for the internet limitations of international users, he crafted the directorate web site to limit the size of downloadable graphics, maximize download times, employ many browser developed graphical sources, and provide interactive forms for international event registrations and critiques. As a direct result of Mr. SPIVAK’s perseverance and attention to detail, the directorate web site experienced steadily increasing usage and received high praise from the international search and rescue community. Tirelessly committed to high quality service, Mr. SPIVAK also created “INTREP,” an on-line directorate newsletter. Mr. SPIVAK’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
