Mr. MELVIN is cited for outstanding achievement while serving as Deputy Department Chief, Boating from August 2002 to September 2004. Demonstrating exceptional initiative and superior professional competence, Mr. MELVIN significantly promoted and strengthened Auxiliary partnerships with West Marine and Boaters World for the vessel safety check program, the Recreational Boating and Fishing Foundation, and the American Sportfishing Association for distribution of an innovative boating safety coupon book designed for families. Working closely with the Marina Operators Association of America, he skillfully coordinated the development, printing, and distribution of more than 10,000 brochures for “National Marina Day” and Auxiliary recruitment. Exercising keen marketing expertise, Mr. MELVIN developed and distributed procedures for the use of the Auxiliary national display, a portable yet comprehensive advertising device that could be quickly shipped anywhere in the nation to provide an attractive outreach and recruiting platform. Through Mr. MELVIN’s unwavering spirit of cooperation and purpose, the Auxiliary’s recreational boating safety messages remained squarely on target for grabbing the attention and raising the awareness of America’s boating public. Mr. MELVIN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
