COMMODORE MARILYN S. MCBAIN

Commodore MCBAIN is cited for outstanding achievement while serving as Department Chief, Information and Communication Services from November 2002 to September 2004. Facing major challenges in coordinating continuous changes to the AUXDATA system as the Auxiliary expanded its information tracking demands in the post-9/11 environment, Commodore MCBAIN skillfully led cooperative efforts with Coast Guard Headquarters and the Coast Guard Operating Systems Center to successfully secure essential improvements and transform the new system to a comprehensive resource management and decision-making tool. Exercising outstanding strategic vision and organizational insight, she designed AUXDATA system enhancements that allowed collection of critical information needed to monitor progress in implementation of Operation Patriot Readiness and institutionalization of personnel security investigations for all Auxiliarists. Commodore MCBAIN devised innovative alternative access procedures that facilitated input of massive numbers of AUXDATA entries and ensured that these procedures were rapidly disseminated to the field through e-communications and national training venues. A consummate team player, she readily applied her unparalleled technical expertise in support of the Auxiliary’s information systems and distance learning “C” schools to develop greater information services capability among all elements of Auxiliary organization. Commodore MCBAIN’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
