NACON 2004
Mr. SWEENEY is cited for outstanding achievement while serving as Division Chief, Boating Resources in the Department of Boating from February 2002 to September 2004. Demonstrating exceptional stewardship and superior professional competence, Mr. SWEENEY expertly managed the division’s financial resources, web site maintenance, and publication activities. With keen insight and analytical skill, he identified an effective method to improve and expand Auxiliary participation in the BoatUS Grassroots Grants program. As a direct result of Mr. SWEENEY’s efforts, Auxiliary grant applications increased by more than 16 percent and actual grant awards experienced more than a six-fold increase. With similar determination, he significantly helped the Auxiliary achieve a nearly three-fold increase in BoatUS Clean Water Grants participation. The capacity of Auxiliary flotillas, divisions and regions would have been greatly reduced without Mr. SWEENEY’s conscientious guidance and dogged determination to leverage alternative funding venues. Mr. SWEENEY’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
