for services set forth in the following

CITATION:

“For exceptionally meritorious service from 1 September 2003 through 16 May 2004 while serving on the 2004 Caribbean Volunteer Maritime Search and Rescue (CSAR) Conference Planning, Execution, and Support Team. The Team consisted of a wide variety of SAR professionals including members of the U.S. Coast Guard and Coast Guard Auxiliary, U.S. Southern Command, many Caribbean Coast Guard, Police and volunteer SAR organizations, the International Lifeboat Federation, the Royal National Lifeboat Institution, and the Association for Rescue at Sea. In the highest spirit of cooperation and teamwork, the Team coordinated with Seventh Coast Guard District active duty, civilian, and Auxiliary personnel as well as the Auxiliary’s International Affairs Directorate to plan and execute the 2004 CSAR conference held in Miami, Florida during May 2004. Team members spent countless hours meticulously planning and executing a myriad of details leading to the conference’s success. Presentations by U.S. representatives and international attendees resulted in a number of key initiatives that will improve the safety of life at sea in the Caribbean region. The Team’s commitment and dedication to providing a constructive regional forum for maritime safety have helped institutionalize this conference as an annual event and have directly resulted in enhanced levels of SAR capability and capacity throughout the Caribbean Region. The dedication, pride, and professionalism displayed by the 2004 Caribbean Volunteer Maritime Search and Rescue Conference Planning, Execution, and Support Team are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.”
