COMMODORE GENE M. SEIBERT

1. COMO Seibert served with distinction as NAVCO-COS for the period 1 November 2002 to 3 September 2004. In this capacity he was responsible for the coordination and performance of the National Staff. He worked with the three NADCOs and directly supervised the activities of two national departments, Legal and Information Systems.

2. He demonstrated exceptional managerial and leadership skills providing essential program support to the membership facilitating their individual development and their conduct of the Auxiliary’s programs and missions.

3. COMO Seibert worked diligently with staff officers to operationalize OPR . These efforts increased the Auxiliary’s competencies, reliability and readiness, thereby enhancing homeland security mission support for the Coast Guard and the Nation.

4. As a result of demonstrated knowledge of the Auxiliary organization, policies and procedures, coupled with his leadership ability, he was selected as an instructor the Auxiliary’s Senior Officer Course.

5. He was quick to recognize the emergence of Maritime Domain Awareness as a major mission for the Auxiliary and developed the staff structure and procedures for integration of MDA activities into the Auxiliary programs, missions and especially public outreach. He was designated as the NACO representative to the Coast Guard Flag MDA Steering Committee.

6. COMO Seibert attended all four all Flag and SES conferences providing outstanding representation of the Auxiliary, its concerns and capabilities.

7. As Chair of the Fiscal Committee he carefully and prudently reviewed and oversaw the annual budget.

8. During absences of the NACO he made wise decisions on time sensitive matters and maintained communications with Auxiliary leaders, G-OCX and Coast Guard Flag Officers.
