COMMODORE WARREN E. MCADAMS

1. Commodore Warren McAdams served as the National Directorate Commodore – Recreational Boating Safety during the period November 2002 to September 2004. During this period, Commodore McAdams’ exceptional leadership and dedication has had a most positive impact on the Coast Guard Auxiliary’s Recreational Boating Safety Program.

2. Commodore McAdams was tasked with assembling a Coast Guard, Coast Guard Auxiliary and Industry team to study and re-engineer the Marine Dealer Visitor Program. As a result of this study, he coordinated the re-engineering of the program into the new Recreational Boating Safety Visitors Program and assisted in the creation of a new program manual, tests and training materials. Likewise, he wrote a Memorandum of Understanding to describe the Coast Guard and Coast Guard Auxiliary roles within this new program, and created an additional Memorandum of Understanding between the Coast Guard Auxiliary and the United States Power Squadrons to encourage their participation and to identify each party’s responsibilities under the MOU.

3. Commodore McAdams devoted additional time and effort in writing numerous Memorandum of Understandings between the Coast Guard Auxiliary and its various partners as it pertained to full spectrum of recreational boating safety. These included the Boy Scouts of America, American Canoe Association, and Boat US. Furthermore through his commitment to the Vessel Safety Check Program, he recruited two additional states (Michigan and Tennessee) into supporting this program.

4. He initiated and sustained the Vessel Safety Check promotion program that was consistent year to year for both the Coast Guard Auxiliary and the US Power Squadrons. He coordinated the support of State Farm Insurance for the Vessel Safety Check program and worked the VSC decal procurement and media campaign. He further worked with the Nationwide Insurance Company in an effort to explore partnership opportunities for bring Maritime Domain Awareness messages into the recreational boating safety program areas.

5. As National Directorate Commodore, he continued to regularly submit six articles a year to the NASBLA “Small Craft Advisory” magazine further reinforcing the Auxiliary’s position in the RBS arena and serving the boating public.

6. In the absence of Coast Guard budget support, he work to maintain funding for our Recreational Boating Safety Program by writing grants and the solicitation of donations from outside sources that supported our program.

7. Commodore McAdams and his departments worked closely with the Coast Guard and other Auxiliary National Staff to integrate “Homeland Security” messages into our public education course curriculums and vessel safety check program.
