MR. OLIVER D. T. LYNCH, JR.

Mr. LYNCH is cited for outstanding achievement and exceptional service while serving as Department Chief, Member Training from 1 November 2002 to 1 September 2004. Mr. LYNCH provided invaluable guidance to the development and preparation of future Auxiliary leaders. Mr. LYNCH expertly managed the Coast Guard Auxiliary leadership continuum, ensuring that road shows and leadership “C” schools were taught by highly trained instructors with engaging and pertinent curricula. With great skill and personal conviction, he frequently served as lead instructor for highly successful Auxiliary senior and mid-level officer leadership courses and regularly participated as an instructor in the Leadership Principles and Skills course offered by the Coast Guard’s Leadership Development Center to Coast Guard active duty and civilian personnel. With similar commitment to the professional development of general Auxiliary membership, Mr. LYNCH extensively revised the Auxiliary Weather Specialty Course to incorporate the latest in weather technology. He also initiated the most ambitious revision of the Auxiliary Search and Rescue Specialty Course with particular emphasis on close alignment with the National Search and Rescue School syllabus. Demonstrating remarkable foresight and innovation, Mr. LYNCH championed creation of a Health & Safety Division within the Training Department that provided new health care training opportunities for all Auxiliarists. Mr. LYNCH’s dedication, judgment, and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
