Dr. Lavy is cited for meritorious service in the performance of duty while serving as Coast Guard Auxiliary Liaison Staff Officer and Auxiliary Division Chief to the Coast Guard Health and Safety Directorate from September 2001 to September 2003. Displaying exceptional leadership and superb organizational skills, Dr. LAVY, working with the Office of Boat Forces staff, initiated a highly effective station-level boat crew blood borne pathogen awareness and protection training program for implementation Coast Guard wide. His efforts were additionally instrumental in attaining the associated and required protective equipment as standard equipment on all Coast Guard boats. Dr. Lavy’s most significant accomplishment was the development and roll out of a new Auxiliarist health care participation program which provides force multiplying health care volunteer providers for augmentation at Coast Guard medical and dental clinics. Most notably, Dr. LAVY’s unrelenting drive, passion, and dedication were instrumental in developing a Commandant Instruction which establishes policy guidelines for Auxiliarist health care program volunteers to provide their services. This extraordinary program not only applies to physicians and dentists, but also to emergency medical technicians, occupational and physical therapists, and pharmacists. As a result of Dr. Lavy’s efforts, critical Coast Guard clinic personnel will be able to see more patients, provide more timely medical and dental services and general medical treatment on time, saving the Coast Guard thousands of administrative hours and also significantly reducing the hundreds of backlogged physical examinations for new recruits and officer candidates.

Further, Dr. LAVY superbly organized and conducted required program technical and administrative training, reviewed numerous medical board certifications, and upgraded participating Auxiliary licensing requirements as needed. Dr. LAVY’s dedication and devotion to duty are most heartily commended and are in keeping with the highest traditions of the United States Coast Guard and the United States Coast Guard Auxiliary.
